Actually this is an incomplete description of the process.
The next step is the President is tasked with administering the funds in an=
approved budget.
Typically the President can't spend more money than is in the budget althou=
gh with DOD
and National security that caveat has been ignored at times. Presidential =
discretion can
direct that all the budget is not used or allow funds to be shifted.


However the President can slow play the payment of the funds which prohibit=
s the affected agency=20
from issuing contracts. Their is a conservative myth that there are millio=
ns of Government employees
running the Government, the reality is that for every Government employee t=
here are four or more=20
contract employees hired to do the actual up and down lifting. Contractors=
don't work for free, it's
actually illegal for them to perform work without a funded contract (but th=
e better ones do it anyway
to curry favor). In most states, the Feds hire the states to do the actual=
work; some states have better=20
employees and contractors and the Feds are happy to let them do the work.


I have seen some agencies not get their budget funds until the ninth month =
of the fiscal year, this can
effectively halt the contracting process and shut things down. President T=
rump has already shown a=20
willingness to not enforce laws he does not like. The IRS has been directe=
d not to record taxpayers
who do not pay the Affordable Care Act mandate to have insurance or pay a t=
ax penalty. Environmental,
health, safety, consumer protections laws from previous administrations are=
similarly constrained by the
administration opting to protect business profits instead. The administrat=
ion can stop acquisition of new
equipment, hiring new employees, defer required OSHA and EPA compliance for=
cing a curtailment of operations.
There are dozens of administrative actions that could be undertaken to slow=
ly kill AMTRAK if Congress
doesn't kill it swiftly.

he American public has been=20
inundated by the flurry of Presidential actions that only a few people care=

ts and adds than Amtrak; I suspect

Here is a basic primer on how the process works. The President proposes a b=
udget. Congress takes that proposal, douses it in gasoline, sets it on fire=
, then dances on its ashes, then turns the ashes into some kind of war pain=
t. Congress then passes their own budget originating in the House of Repres=
entatives, the Senate passes something along similar lines, then there is a=
conference committee, where the two house negotiate a single passable bill=
, which is sent to the President to sign. I won=EF=BF=BDt bother going any =
further than that for now. The basic problem is this, there are effectively=
48 Democrats in the senate and 52 Republicans, with the Vice President a R=
epublican breaking any ties in the Senate. The reason I think Amtrak is saf=
e is that it is quite popular in the the heavily Republican mid and mountai=
n west where in many smaller communities it represents the only public tran=
sportation option for hundreds of miles. In many cases there are not even b=
uses to many of these regions. Furthermore there is a big push from the Rep=
ublican South to restore the New Orleans-Florida Sunset Limited which would=
not be restored and the rest of the trains would be axed as well under thi=
s proposal. The heavily Republican state legislature in West Virginia just =
passed a resolution basically begging Amtrak to make the Cardinal a daily t=
rain. In other words, it might be possible to zero out Amtrak in the House =
where there 230-180ish Republican advantage, but in the Senate things are m=
uch tighter and Amtrak is a major issues in some rural states. Getting prob=
ably even 45 Republicans to vote against Amtrak will be tough. That doesn=
=EF=BF=BDt mean we, the constituents who like and use Amtrak should not do =
anything, we need to call, write, and make ourselves colossal nuisances to =
our elect officials until they get the message. But as far as threats to Am=
trak go, I am a bit less worried about this one, then some previous ones.=20
